As I was conducting my research in preparation for this story, I reviewed some of the comments written by Internet bloggers and comments written by many people in the United States in response to the below cited references where the topic of Hispanic underrepresentation in the federal workforce is addressed. The majority emphasizes that it is a bad idea for the government to promote incompetent Hispanics, with questionable integrity to high level positions of responsibility within our federal workforce. I tend to agree to an extent. Take for example the case of retired special agent in charge Frank Figueroa, a 49-year old Hispanic Senior Executive Service (SES) ICE management official assigned to the Tampa, FL ICE’s Office of Investigations, who in 2005 was arrested and convicted for masturbating inside in the food court of an Orlando, FL upscale mall and in front of a 16-year old girl for approximately 10 minutes. http://www.sptimes.com/2005/10/27/State/Federal_agent_faces_c.shtml
Figueroa at one point in his career was the Deputy Assistant Commissioner for the Office of Investigations at the U.S. Customs Service, the highest office and title that a Customs or ICE Hispanic criminal investigator ever held. Figueroa was considered a “role model” for many Hispanics at Customs and later ICE. Obviously, Figueroa was nothing but a sexual predator and a criminal. Follow-up investigative reports uncovered that early in his Customs’ career and when he was a Customs Inspector, Figueroa had been arrested by the local police for a similar offense but he was never formally charged. Yet, he became a rising star as a special agent at Customs, passing with flying colors all “vetting” processes...
(Sure looks to me like there might be a touch of sexism there as well... --Mark)
