The people in a best position to commit wholesale election fraud are the elections officials themselves.

After the 2004 presidential election, citizen activist Kathleen Wynne videotaped elections officials engaged in election fraud. What they were doing was manipulating the ballots to be recounted, so that they would match the fraudulent machine count. And despite the fact that they were caught on videotape, pled guilty, and were sentenced to prison, they were later allowed to enter a diversion program without having even met the requirements for that program such as expressing remorse and taking responsibility for their crimes.

This happened in Cuyahoga County, Ohio, and the Democratic elections officials who helped rig the election in favor of President Bush (yes, the same Bush that the Democratic majority and Democratic leaders in Congress are protecting from impeachment), were under the supervision of one Michael Vu, who walked away unscathed and was promptly hired as an elections official in San Diego County, California, even though he had stated publicly that he didn't think his employees had done anything wrong by rigging the recount.

Now the reason this is important is because it is easy to rig voting machines of all kinds. Experts who examined the machines have found hundreds of security vulnerabilities that could be easily exploited. It doesn't matter what company makes them, or if they are optical scan machines, touch screens with or without paper trails, or central tabulators, anyone with access to those machines can program them to count and record votes accurately or inaccurately, to count votes accurately but record them inaccurately, or even, as Dutch computer experts found out when they examined the NEDAP voting machines, play chess. They are nothing but programmable computers and they will do whatever they are programmed to do. Since the machines themselves are impossible to secure against insider attacks, the recounts are the only possible way of finding out if election fraud occurred. And the recount is what the Cuyahoga county elections officials were rigging when they were caught on videotape.
